Update on this year’s Union of British Columbia Municipalities (UBCM) Convention and the outcomes related to Resolution NR75 (Mobile Live Animal Programs) and Resolution NR77 (Provincial Support for Addressing Feral Rabbits).
Before getting into the details, we want to sincerely thank everyone who took the time to engage. In particular, Pets Canada extends its appreciation to the BC Reptile Club and Responsible Reptile Keeping UK for their quick action, thoughtful input, letter writing and collaborative support throughout this process. Their willingness to mobilize quickly and share evidence-based information played an important role in shaping the discussion.
NR75: Significant Amendments and Limited Forward Momentum
The primary remaining element of concern in the amended resolution is the request that the Province consider restricting or disallowing the importation of exotic species. While this is a much narrower scope than originally proposed, it is an area Pets Canada will continue to watch closely, as import restrictions can have downstream impacts on animal welfare, supply chains, education programs, and responsible ownership.
Through direct engagement with members of the UBCM Executive Committee, we were told that the volume, quality, and professionalism of the letters submitted by both Pets Canada members and partners were noticed and impactful. One Executive member specifically noted that the advocacy campaign was effective and that, as amended, the resolution is unlikely to move very far at the provincial level.
Should the Province of British Columbia choose to pursue this matter further, Pets Canada will continue to engage and advocate to ensure that any future actions are evidence-based and do not create unintended harm.
NR77: Endorsed, with Ongoing Concerns
Pets Canada will continue to monitor and engage should the Province of British Columbia advance this resolution. If it moves forward, we will advocate for targeted, evidence-based approaches that focus on education, enforcement of existing abandonment laws, and locally driven solutions rather than blanket measures.
